300MW燃煤电站工程静电除尘器技术协议22目录1总则22对外合同相关基本要求23设计要求34设计条件与环境条件45技术要求66包装运输要求107供货范围108技术资料及交付进度179交货进度2310质量保证及考核试验2311技术服务和设计联络2612电气、仪表及控制部分技术规范291 总则1.1 本技术协议适用于300MW燃煤电站工程根据对外合同与工程设计要求所选用的静电除尘器。本协议包括静电除尘器本体及辅助设备的功能设计、结构、性能、供货、安装和试验等方面的技术要求。1.2 本技术协议提出的是最低限度的技术要求,未对所有技术细节作出规定,也未充分引述有关标准和规范的条文。卖方应保证提供符合本技术协议和有关最新国家及行业标准的优质产品。1.3 在签定商务合同之后,买方仍有对本技术协议提出补充要求和修改的权力,卖方承诺予以配合,具体项目和条件由买、卖双方商定。1.4 本技术协议所采用的标准与卖方所执行的标准若有不一致,则按较高标准执行。 1.5 卖方提供采用技术改进的全部成功成果,避免重复出现其他工程已发生过的问题。卖方所供产品应在过去10年的类似工程中至少有10台被采用,并有超过两年的安全与达标的运行业绩。1.6 对于较重要外购配套产品(机械、电气、控制等类),卖方应提供不少于三家资质合格的、买方认可的厂商。卖方应给出分项报价并计入总价。配套产品的采用需由买方确认,且买方有指定配套产品的权力。1.7 设备的油漆要考虑到当地的环境及海水盐雾的影响,卖方所供合同设备应满足从业主签发PAC证书之日起2年质保期和5年腐蚀监护期的技术要求,并免费提供相关服务。1.8 卖方供货范围内所有设备、阀门和管道应执行买方规定的KKS编码。1.9 采购合同(含本协议)相关内容描述若有不一致,以买方解释为准。1.10 本技术协议为采购合同的附件,具有同等法律效力。1.11 所有设备驱动电机的电压等级是高压为6kv,低压400/230v,并满足当地高温湿热气候条件下长期平稳可靠运行。2 对外合同相关基本要求2.1 Two sets of Electrostatic Precipitator (ESP) for each unit will be installed in between the Air heater outlet flue and the I.D. fans inlet flue of each steam generating unit, Double chamber, four (4) fields. High efficiency ESP (Dust removal efficiency for burning design and guarantee coal no less than 99.5%) is equipped to lower the concentration of dust at the outlet of ESP. The maximum, gas velocity though the ESP will be less than 1.7 m/sec. The maximum gas pressure drop between the inlet and outlet flanges of the ESP will be less than 300 Pa.2.2 The ESP will be designed to with-stand very occasional temperature transits up to 250°C for 60 minutes caused by the failure of an air heater. The casing design strength will be in accord with related Chinese standard and the NFPA standard 8502.2.3 The ESP will be controlled from the ash handling control room and can be monitored in center control room.2.4 The storage capacity of the hopper will be based on ash, The capacity of the ash hopper will be 8 hours at BMCR and the minimum hopper valley angle will be 60°. All fly ash hoppers with suitable vibration and heating arrangement are to be provided. The heating elements will be designed adequately to maintain ash temperature near hopper outlet above dew point.2.5 Electrostatic precipitators will be complete with insulation, supports, and entire electrical system.2.6 The minimum height of the ash hopper bottom discharge flanges will meet installed requirement of ash conveying equipment. The ash hoppers will be designed to receive the loads of the ash conveying equipment.2.7 The equipment will include the required platforms, walkways and stairs to access for proper operation and maintenance of all parts of precipitator. Suitable platforms and access stairs will be provided for access to all the manholes provided at each ash hopper.2.8 The emitting electrode will be supported by a rigid stable frame. Collecting plates will be of, minimum 1.5mm low carbon steel.2.9 Necessary measure will be taken to maintain each insulator compartment above the acid dew point temperature.2.10 Access and inspection doors of H.V. parts will be electrically interlocked for safety of maintenance personnel.2.11 The rapping system will be arranged so that each field can be rapped separately and the number of rapping cycles is variable, automatic control of the rapping will be provided.2.12 The contractor will provide an advanced technology control, alarm and monitoring system using microprocessor based logic processors for the ESP. Only the operator control interface will be located in the central control room, any related control hardware will be located in free standing cabinets in the adjacent Control Equipment room. The ESP may be tripped on a boiler trip, the UCS supplier will provide a contact to initiate this trip.
