6、programmode1across11broad-accesspub1icuniversitiesintenstates,weassessedtheimpactofacomp1etiongrantsaveraging$1,200distributedamongmorethan14,000students.Wefindthat,despiteuniversityexpectationsthatmoststudentswerenearcomp1etion,on1ytwo-thirdsofstudentse1igib1etoreceiveacomp1etiongrantgraduatedwithi

7、ntheacademicyear.Receivingacomp1etiongrantdidnotimprovethatrate.However,near1ya11e1igib1estudents(95%)graduatedwithinthreeyearsorweresti11workingontheirdegrees.Whi1ecomp1etiongrantsareintendedtoenhanceequity,wedonotfindevidencethattheyexertedpositiveimpactsformargina1izedgroupsasdesignedinthisstudy.

14、beyondfouryearsacrossthenationand,aswithotheroutcomes,time-to-degreeis1ongerformanystructura11ymargina1izedgroups(NCES,2023).Thesegapsinopportunityandsuccesshaveadirectnegativeimpactonstudentsandtheirfami1ies.Forexamp1e,manystudentswhoprogresssevera1yearsintotheiracademicjourneysaccumu1atesignifican

15、tdebtbutdonotcomp1etetheirdegreesduetounmetfinancia1need.Asaresu1t,near1y40%ofborrowersaretryingtopayoff1oanswithoutthebenefitofadegree(Bernard,2023).Theyaredisproportionate1yfrom1ow-incomehouseho1dsand/orareracia1orethnicminorities.Seekingtoincreasegraduationratesandenhancetheoddsofdebtrepayment,po

16、stsecondaryinstitutionsdeve1opedarangeofstrategiesaimedatunderstandingandmeetingthechangingaffordabi1ityneedsoftheirstudents.Theseeffortsinc1udefoodandhousingprogramstoaddressingstrugg1eswith1ivingcosts,textbookaffordabi1ityinitiatives,emergencyaid,freetuitionpromiseprograms,andmore.Recognizingthatagrowingnumberofstudentsfacefinancia1shortfa11s1ateintheiracademicjourneysandstrugg1edtocontinueinco11egeduetounpaidinstitutiona1debts,comp1etiongra
